Please can someone explain why someone with learning disability who has never worked would be moved from income related ESA to contribution based ? And what are the implications of this?

Not without more information!

She cannot be moved to ESA(CB) unless she meets or has been considered as meeting the Contribution Conditions.

Was she receiving any benefits before ESA? For example Incapacity Benefit?

What has changed to stop payment of her ESA(IR)?
