Ie, they decide they have enough notes for a Paperbased assessment, so they cancel the appointment for the assessment.
....and will get back to the claimant in due course, in the future about this.
Have you had cases where this has happened, as a possibility ?
If they think that they can do a Paper Based Review based on the papers they have received then they will do this from the outset and won't book a face to face.

I am asking if they think they can decide to do a paper based after Atos have actually cancelled the appointment (due to being overbooked, or no staff etc).
is that what you meant, even after Atos cancel, they can still decide to do a Paperbased if they feel the notes are suffice to do a paperbased assessment?

The decision to do a PBR is made before the claimant is put forward for a face to face assessment.
A PBR will not be done because the Assessment Provide has scheduling issues in arranging a F2F.
