I'm trying to help a young friend (age 32) with his PIP assessment. He cannot read and write and comes from a family where this is a real problem. He went to a special school, plus further education between the age of 16 - 18, but left without ever being able to read even simple text. I would say that he is of limited intelligence. Unfortunately he doesn't have evidence except for his last report age 16 which shows his inability to read and write is genuine. Unfortunately he has been awarded only 2 points for not being able to read just complex documents. How can he prove that his lack of reading and writing skills are genuine. He does not have written evidence from his school days as to why he has this learning disability. Any help or advice would be appreciated. He cannot afford to be assessed privately by an Educational psychologist .

This will not be easy as the standard is very high.

The legal test is for reading only but his problems with writing would show a consistent problem.

To score higher you will need to show that he cannot read "Basic written information" this is defined as "signs, symbols and dates written or printed standard size text in your native language". So this is not about reading a sentence but more something like "fire exit" at best.

Also to score for (d) and four points there needs to be a requirement for prompting, this implies that the claimant can read the basic information but for some reason does not do so unless pushed into it.

You can score for (e) and eight points due to a learning disability. but you are going to need relatively current evidence to support this, I am loathe to just say speak to his GP but I don't know of any other way of accessing the resources that can determine if he has a problem and what it is, my searches only find help for children.

I would have thought - since he went to special school he must have been assessed/statemented/had a diagnosis of some sort to have gone there
Perhaps the school and/or college he attended would have records if you cannot get help from his family
obviously you would need his permission
