Tribunals do not operate with any degree of secrecy. A Tribunal is a Court of Law, albeit an informal one. The majority of cases are freely open to the public to attend, unless the appellant requests with good reason, not to be open to the public.

The Chairman or Tribunal Judge can also direct that no members of the public
be present during an appeal.
