Whilst IB claimants with a renewal date are expected to be transferred on this date, there appears to be no specific rule for those who have been classed as exempt from the PCA.

Our cuurent understanding is that this group will be assessed randomly over the next four years, but it seems likely, that the majority will be assessed at the end of the 4 year process.

Sorry if this far from clear. :)

I presume this means if you DLA comes up for renewal before the 4 years are up and you may get reduced a grade ie no longer get HRC then you will not have a pca exemption.

Not necessarily for IB purposes in this case, because Jasmine says she has severe mental health problems, so she may qualify for the exemption relating to that, depending on how severe her problems are and how they affect her. Unfortunately, as with the exemption for higher rate DLA and ESA, so the government is not carrying forward the exemption for people with severe mental illness.
