Tribunal and DWP refuse to ask clients GP for repo

I have a couple of clients coming up for ESA appeal. Their own Doctors have said that they will do a report if the Tribunal service or DWP ask for one as they want paying for it. Both Tribunal Service and DWP have refused to get a report saying it is up to the client. Help...

Reports for tribunals, if not requested by the Tribunal Service or the DWP, aren't covered under GPs' NHS contracts, so they don't have to provide them.

There are three possible options.

One is to see whether the GP will provide a report for a fee. Another is to obtain a copy of relevant medical notes and use those instead. The other option I can think of is to see whether someone the client has seen in secondary care would be more accommodating.

Another thing is first of all make an appouintment to see the GP to explain your need for a letter, and if you see several GP's at the same practice, then make the appointment for the one you sense is the most likely to help. Medical notes are OK but a succinct letter from the doc on headed paper caerries more weight, especially if you end up appealing
