Thanks wveryone this has been very helpful. He is going to call the RNIB again but I think he has decided to leave it until there may be more case law precedent rather than risk any challenges to his care component. It is so annoying that the criteria seems to be about excluding as many people as possible. Our MP said that all registered blind people would get this rise. How visually impaired do you need to be if being registered blind is not sufficient. This is soul destroying!!

Hi! Ash.
You might be right in leaving things for now . I am Reg/Blind and get middle rate care not just on sight but because of a form of vertigo aswell.
The criteria is strict and when i got the forms to fill in fo HRM i thought the same as you do i risk my care componant on the chance i might qualify for high mobility.
PIP is coming and i fear blind people are going to find it harder still to keep their benefits.

Your MP was so wrong the RNIB fought hard to get higher rate mobility for blind people and got excited when they won. But it was soon plain for all the see (even if blind) that the strict rules on who gets it means very few get it because

1. most people who have that low level of sight are over 65 in fact many are over 80

2. Most people under 65 even though registered blind dont fit the new rules.

Of course they knew this when the rules where set because on computer are all the results from peoples CVI when they where registered blind
the only ones they did not have was the people so blind they cant be tested and the rules have a part that says if you cant be tested you get the higher rate.

I down loaded the stats from the ONS I think it was 15,000 who got moved from lower to higher rate.
