OMG has anyone read 'benefit staff to be nice'

This BBC report refers to an interview on You and Yours. The bit with Prof Harrington does indeed report the need for staff to be nicer - without any apparent consciousness of the context.

However, if you listen to the whole program they get some email feedback about the woman who'd been kept waiting for hours for her WCA - saying that everyone else had to cope with much longer hours and the disabled have it much too easy.

That was the one they chose to read out.
