Having been through this myself I'll try and explain.
You should contact HB and CTC, but it is likely that the DWP have already passed the "good" news on. Tell them that you are appealing the Decision, and as soon as they receive confirmation from the DWP they will re-instate your payments.
I didn't have to wait anything like 12 weeks, it took about 10 days from when I submitted the GL24 and was backdated to the Decision date.
I'm afraid I don't know about payments to your landlord, but they should be able to tell you when you contact them.

Thank you for that Gordon .... I have already sent off my GL24 Appeal which they will have received this morning - I just need to go see the GP and get a 'fit note' for the relevant time frame - but I will contact HB/CTB and put them on notice of the appeal.
