If you don't automatically qualify for a BB and have to be assessed by a council "health care professional" employee and are consequently turned down is there a right of appeal against the decision?

I do not know about the right of appeal, but you should be able to contact one of the councillors for your ward, and see if they can take the matter up on your behalf.

Your council's website should have a way for you to input your postcode and find out who your councillors are.

I've just rang the appropriate department at my local council and there is no right of appeal, however as a final check they do contact the person's GP to ascertain any medical condition(s) they may have. Why they can't do that initially is a mystery to me but as I suspect the modus operandi of the changes is to reduce the number of people getting a BB any contact with medically qualified people connected with the applicant isn't a priority and is only considered as a last resort when hopefully the person has given up at the first rejection.
