carers allowance

hi I askd a question about my wife which was answered vaguely but would like to clear something up. As we have not had carers allowance for the last 6mnths surely there is some department that can help with payments or are we expected to not have care help as whoever helps cannot excpect to help for free. any ideas or other avenues thanks
