Gorden, could you clarify that for me. Are you comparing that to the DLA mobility criteria where someone can walk without stopping only if they're in contant pain and still be viewed as virtually unable to walk ?

Yes, but only because the same rules apply to both benefits. This is explained in more detail on page 23 of the ESA Claims on Physical Grounds guide, see
