trouble with motability

hi i am having trouble with motabilit for the first time since being on the scheme in 2001 i suffer mental health and other disablements and had some contract terminations which were due to my mental health,seven months ago i was going to give up driving and was told by motability i could go on the scooter scheme.
Well in the mean time i had an assessment at my local disability centre to see if i could keep driving and they passed me as being able to drive an atomatic car with adaptions well the car i have at this time has not got hill assist and some other things which the car should have and can only be done if i changed the car.
Adaption centre said phone motability and let them know before i can send my report to you which i did and i was astounded by you can only take the car as it is with adaptions or terminate it so they want me to have adaptions fitted to a car that would be unsafe.
I said then well if i cannot do that you said a few months ago i could have a scooter on the scheme and they now say the rules have been changed,as my mental health cannot take this anymore i have asked my local mental health team to deal with motability.
Also they have said to me there are too many now on the scheme it looks like the rules of compassion do not go down well on the scheme anymore and i want to know i said in writing what the rule change is and they could not tell me so what is going on?
