Yes you can, however, it will have little if any weight if the statement is not supported by significant, current evidence.

GPs are not required to provide claimants with medical report or letters of support, some do, some charge for doing so, and an increasing number are refusing to do it at all, relying on the DWP to contact them for the informattion, unfortunately, the DWP do not always make use of their services when making a Decision on a claim.
