I can't find anything that says you need to be receiving main phase ESA in order to carry out Permitted Work, in fact one of the examples in the Decision Makers Guide refers to someone doing permitted work after making a new claim for ESA.

If you are considering PW, then you will need confirmation from the DWP that the work you are intending to do meets the rules from PW, you also need to be aware that both the DWP Decision Maker and the ATOS assessor will be aware that a claimant is doing PW, and will be looking to confirm that this activity is not contradictory to the claimants stated limitations when they are assessed for ESA.
