Having read the WCA handbook section on "Reaching" it says the focus is on shoulder movement, but the question is quite specifically on reaching.

If you have balance and dizziness problems and need to use a stick when standing then this affects your ability to reach. Likewise if you can no longer hang washing out and can only get a shower whilst sitting down.

How narrow is the definition of "reaching" on the ESA form when it comes to overall ability in reaching - either standing or sitting?

This descriptor is meant to test the ablity to reach, not balance and stand. I believe that this i tested from a sitting position.
