There really should be no issue with the law in this area and more importantly the intention of the law, it has been in place since October 2010 and in use since April 2011 and applied to at least a million IB transfers.

Paragraph 45465 of the Decision Makers guide is probably as close to a legal definition as you will get, if you look at the footnote you will see how many different pieces of legislation are relevant.

To be honest, if this is in connection with a compliance interview then rather than concentrating on whether the legislation and exemption exist, which they do, your efforts would be better spent showing that you meet the criteria fro it to apply to you.

Hi
Attended compliance interview jc+office.Conducted by lady in confidential interview room.she explained to me that the interview was a check on my cuurent circumstances with particular reference to my occupational pension.she said they were aware of the historical context of my occ/pension in relation to IB that dated back to 1999.
I was asked to provide-Form of ID-P60 for year ending 2012/2013 from occ/pension provider-pay slips from occ/pension provider for last two months-bank statements last two months-confirmation of any saving A/C.Also asked me for confirmation correspondence from 1999 re occ/pension award.
Fortunately I had all the relavant paperwork with copies that she kept.She told me the interview had been completely satisfactory and I had answered all her questions.She had completed a form covering the points we had discussed and asked me to sign in two places.
Her manner with me ok-it was really a factual interview lasting 30 minutes.

Sounds like you had it covered and that there was no actual problem, why they could not have just written to you requesting the documents I do not know, but the DWP does move in mysterious ways.
