I do not believe that you would have been sent a PIP2 form if the DWP did not believe that they had all of the information required to complete the PIP1 form.
You must return your PIP2 form on time, whether you have received a copy of the PIP1 form or not, failing to do so will result in your PIP claim being closed and any DLA claim with it.
When PIP was introduced in 2013 it was quite usual for the PIP1 form to be sent for confirmation, it is now quite rare, the PIP1 is an administrative form with basic details of your claim which is required to build a computer record on the PIP system.

Is there any campaign or petition about this over/premature assessing? It is such a ridiculous waste of money. And what about those who got indefinite awards of DLA? It makes no sense.

I can't remember whether there was a petition or not, but benefit petitions rarely reach the required number of signatures for even a debate.
