Long time for my response, but happy to inform this turned out positive after one or two subsequent assessment cancellations. For both PIP appeal and long-delayed ESA assessment, DWP accepted he was unable to attend.

ESA - support group

PIP - massive further delay including one adjourned on arrival tribunal and one tribunal that proceeded and was successful. They accepted parent attending on behalf of son. Was awarded full care and full mobility.
