Whilst the need for the activity to be done reliably may allow to argue that "cannot" does not mean never, the standard your uncle will need to meet is still very high.
You will need to show that he experiences either;
overwhelming psychological distress
or
he exhibits behaviour which would result in a substantial risk of harm to him or another person;
when he is with other people.
Your posts haven't suggested this level of issue.
