It is possible although it happens rarely and most often in the week before a hearing.

Yes, all of your evidence and argument for an award must be with the Tribunal Service no later than seven days before the hearing.
You should only send your information to the TS, they will copy it and send it to the DWP.

The changes only apply to Decision made on or after 16 March, but understand that the Three Judge Decision merely opened the door for claimants with mental health problems, they still need to show that they meet the criteria for the Descriptors to be awarded points.
