PIP changes to mobility criteria was created by HarryC
Am I right in thinking that the mental health changes to the mobility component of pip are being appealed to change them back to the way it was?

No it's the UTT Decision that attempted to change them that is being appealed.

What is the UTT decision? Don't quite understand your reply.

There was a UTT Decision in later January which potentially extended the applicability of two of the Mobility Descriptors to claimants with mental health issues. As a direct result of this Decision the DWP had the PIP Mobility Descriptors updated in March to negate this Decision.

They are now appealing the original UTT Decision to have it overturned.
