I am 68 and on the lower DLA indefinitely after breaking my neck in 2009, Last week I received a phone call from the DLA they asked me several questions and informed me a form would be sent for me to complete to change over to PiP. Is this usual? why am I not going on AA. Can anyone clarify for me please.

You would not have been moved to AA, either your DLA would have continued or, as appears to be the case, you were under the age of 65 on 8 April 2013 and have been invited to claim PIP.

I would start by having a look at our PIP Claim guide, it has details of the claim process and also explains the criteria that you will need to show that you meet. PIP is very different from DLA so you will be starting from scratch.
