In the submission can I make reference to to page numbers in the bundle which support my claim? EG Page 24 Assessor quotes not able to fully crouch etc.
Also
Can I still ask for it to be Heard by papers and not oral?

You can switch to a Paper appeal at any time, just write to the TS requesting the change.

Yes you can refer by page number, just make sure that you use the handwritten on added to each page rather than one printed on the original document.
