After an appeal I have had pip reinstated can the DWP force me to take increased monthly payments to pay back the money they owe me or can I ask for a lump sum as it will affect my claim for housing benefit and council tax support as I am on legacy benefits

Any backdated money due to you will be paid in a lump sum.
