The basic level of IS is lower than the level of IB, so ordinarily people on IB don't get IS. However, if you're on DLA, you may be entitled to "premiums" on IS, which basically means that the amount that the government thinks you need to live on is increased, so that the amount of IS you would be entitled to is higher than the rate of IB, so you can get your IB topped up with IS. For me, it makes quite a difference to how much money I get. Your local CAB can tell you what premiums you would be entitled to and work out your overall IS/IB entitlement.

There are some very limited circumstances in which IS can be backdated for up to three months, for example if you had been misled, misinformed or given insufficient advice by someone at the DWP.
