There has been considerable criticism of the Governments use of 0845 numbers for the DWP and other departments, I believe they raised £56m last year through these numbers, departments have been told to switch 0800 ones, but as usual, there is no timescale.
Rudeness by call centre staff can never be excused, but as someone who used to work with this area of businesses, I can say that they are often treated pretty badly by their employers and many of the people who phone.
As a general rule, phoning before 9am, Tuesday through Thursday are the best times to contact the DWP.
