Whilst you need to have a underlying physical condition to be able to answer the questions in Part 1, you do not need to have mental health issues in order to answer the questions in part 2.
However, it is still important to understand the underlying ESA descriptors, before answering the questions in part 2, which often differ from the questions on the form, as they may still limit the context in which the questions can be answered.
