Does the descriptor 'Mobilising unaided by another person with or without a walking stick, manual wheelchair or other aid if such aid can reasonably be used' refer to mobilising outdoors, indoors or both?

The descriptors simply refer to 'level ground' and make no reference to indoors/outdoors, so I would presume both.

I also seen references to a level surface such as you might expect to see in a shopping centre.The modern working environment should allow for the use of a wheelchair and any other widely available aid and therefore the concept of mobilising within a workplace is considered the critical issue – rather than just the individual’s ability to walk around a workplace.
