Disabled parking outside your house

I am now a disabled drive with blue badge, I use a mobility scooter. So I emailed my council to enquire about disabled parking out side my house, the reply was , there was no money for this and if permission was given I would cost me £200 to have the markings laid further more the parking bay even marked disabled parking is not enforceable and can be used by any other road user if they wish or knew it is not enforceable. I, you would pay £200 and would not have sole use of the bay even though you are a blue badge holder,
