PIP Q13 (planning and following a journey) WARNING

I received notification of my PIP award today and thanks to B&W have got a good result. However, here is a warning! During my face to face interview (by a very nice lady) I was asked if I ever used a mobile phone or IPad. As I am a truthful person I admitted that I did. Big mistake!!! She decided that because I could use such items I WAS able to plan and follow a journey.

Bearing in mind that I suffer with anxiety so acute that it makes me loose my vision at times and have been unable to use public transport or find my way to places for over twenty years because of anxiety causing panic attacks etc, I really do not understand her reasoning.

My Mobility award has been reduced from enhanced to standard just because of this one issue. So be careful if you need the points gained by Q13, to add insult to injury you must also be a technological dummy!

I would be interested to hear from anyone who has encountered and tackled this problem and won.

Although there has been some debate about the use of mobile phones and satellite navigation systems in regard to Following a Route I have seen nothing to suggest that one replaces the requirement for the claimant to be able to plan and navigate the route themselves.

The DWP guidance does make reference to specialist navigation devices but quotes a white stick as an example of this.

However, all of this said, you will only score points for the Going Out activity by showing that you meet the criteria to do so, of all the PIP activities this is the one that most claimants fail to pay close attention to what the Descriptors say.

If you want to pursue the matter then the first stage to challenging a Decision is for you to request a Mandatory Reconsideration, this needs to be done in writing to the DWP, within one month of the Decision, to the office that dealt with your claim, have a look at our PIP MR & Appeal guide for details of the process, the PIP area also has template letters that you can use to make the request with.

You should contact the DWP for a copy of the assessment report if you have not already done so, I would phone them but again follow up the request in writing. Once you have the assessment report you will have a better understanding of how the DWP Decision Maker has come to their conclusions and will then be able to argue against them.

Your primary task is to show that you meet the criteria, there are many reasons you may have failed, you need to address each of these but don't get bogged down in criticising the assessment report unless you can clearly show that it is incorrect, it is a lot easier to argue the facts of the situation;

"the assessor recorded that I walked 50m, I did but they have failed to document that I had to stop every 10m for a rest due to breathlessness"

than their opinions

"based on my observations of the claimant walking I believe that they can reliably walk more than 200m.
