DLA to PIP was created by BlueAngel

My sister was born disabled and so has been on DLA for her lack of mobility. She was recently moved from the WRAG to support group for ESA and received her form to change her over to PIP from DLA. As she has got older it has become quite obvious that her needs have changed and that she needs much more help care wise. So after consulting B & W guidelines she has been awarded lower care and higher mobility.
My question is should this be back dated to the form date? She has been told that her DLA isn't finished yet and her PIP award isn't due to start till mid June. They have even messed up her ESA money. Please could you advise on this?

I'm afraid there is no backdating of PIP where there is a DLA claim in payment, the legislation does not allow it.
