Is it true that if a person fails an ib to esa transfer they cant apply again until 2014? I saw it on another website

No this is incorrect.
However, to submit a new claim you would need to meet either the Contribution conditions for ESA(CB), which would require you to receive NI Contributions through employment or registered Self-Employment, or satisfy the means test for ESA(IR), either of which might cause a delay in being able to claim.

I cant remember but if I find it again I'll let you know. Things like that though cause more panic and stress to people. Why they put it I don't know
