It's the first time I have heard of the DWP using a text to acknowledge receipt of an appeal, although I am aware that they do use the facility for other benefits, primarily JSA.

I can't give you a link to an authority for this, but I'm reasonably certain that they should confirm the receipt in writing. Whilst it may be possible to show the sending of a text message, I am not convinced that it is possible to show the receipt, so I don't believe this offers the robust audit trail that the DWP should be providing.
