One more question re the two appointment allowance rule. I was not informed about the rule by anyone, either during my phone conversation to request home visit nor in a written form - the letter confirming the appointment did not say anything about the allowance. I would image such rule should be explained to a claimant in both situations - during that phone conversation and in the letter received with rescheduled appointment which was done after a home visit request was declined.

The other thing is that when I called on the day of assessment to inform I am in no condition to leave the house, the person I spoke did not say they were going to return my file to the DWP. He just said I would receive a letter to which I need to respond in writing explaining why I did not attend the assessment. He did not say my case returns to the DWP. My understanding was I needed to do that in order to rearrange my assessment for another time. And it did not occur to me at that time to find out the meaning of it all as I was in a lot of pain when I called and I could barely talk.

Shall any of this be also mentioned in my letter?

I'm afraid your not being aware of and not being told of the two strike rule is unlikely to help with an MR or appeal, you need to concentrate on explaining why you were unable to attend on the day.
