Pip assessment

I just want to have a moan. I applied for PIP with a number of problems one of them a rotator cuff tear. I cannot put my hand behind my back, or up to shoulder height either forwards or to the side but apparently I have perfect movement in my arm

To score for PIP there must be a reasonable expectation that you would still be effected in the same by your conditions in nine months, would this be the case for your Rotator Cuff problem?
