We can't answer that question for you. Only you can decide if you want to put in for a change of circumstances. The important thing is to understand why your mobility component was reduced and make sure you have the best evidence you can to score a minimum of twelve points. And if it is a change of circumstances you will need to demonstrate that your mobility has got worse since your last review.
