Not wanting to take addictive pills?

What is the Act called where you can't be forced to swallow addictive pills, just because they're on your prescription please? My friend is having trouble finding the info on this, but I do know there is a Human Rights Act that says you can't be forced to take them if you don't want to. His are heavy duty pills and he won't take them as he's terrified they'll become addictive.
