I am an appointee for my adult son and so far have never had an assessment face to face or otherwise for PIP, upon a review if they want to do an assessment, can i refuse this? this is because he is autistic and gets extremely distressed talking about or inferring he has the difficulties he has. Would they be able to carry out an assessment without him being present, as him being present would cause him distress and damage my relationship with him, if i explained his difficulties with him there. If i refused on these grounds would they stop his PIP. Thank You.

Hi Marie

When you fill in a review form, put down that you want a paper-based assessment and explain the reasons why. Put this on a separate sheet of paper if necessary. You should also point out that he has never had a face to face assessment in the past. You can say if they have any questions they can contact you - as you are his official appointee. I would expect them to do just a paper-based assessment. If they say for some reason they want to do a telephone assessment, you appeal and remind them you are his official appointee and they can speak to you if necessary. If they refuse you appeal a second time. I would be very surprised if they insisted on trying to speak to your son on this basis. However, I think you are probably worrying unnecessarily because if he has never had one - it would be odd for them to suddenly decide one was necessary.

Hi Marie, what a responsibility. I sincerely hope BIs is right. If you want to do belt and braces, you could always ask a GP or health worker to write a 'to whom it may concern' letter confirming that any phone or face to face assessment would cause him 'Overwhelming Psychological Distress' [I put capitals because assessors /DWP use 'OPD' as an abbreviation amongst themselves eg in PA4 or PA3 [for paper based] reports. It doesn't guarantee getting one but may well help. Could cost perhaps £42 [that's what I paid for our daughter's last time, but good value to us]
