Hi, I've been housebound since prior to 2016. I could not go out even then due to overall arthritic and physical weakness, diziness when standing and without either someone physically supporting me one side while I use a walking stick the other for short distances of maximum up to 20 meters, usually half that distance. Or being attendant pushed and supported in a wheelchair for further distances that I would just not be able to manage. I have to use one hand on furniture or walls to support me and prevent me falling as I potter around inside my flat. 10 paces at a time.
At my PIP in 2016 the health care professional acknowledged that I came to assessment by taxi with my daughter, in a wheelchair pushed by my daughter, where I remained breathless while seated. Also confirmed it was not pertinent to do a peak flow as I was breathless. Yet ticked the box that said can plan and follow the route of a journey unaided. Which is entirely untrue. Then contridicted the distance I was physically able to walk around inside my home. Saying I would manage 50 meters when there's a maximum of 10 meters distance overall from the furthest points.
Can I use the information on the 2016 PIP consultation report form that is written by the HCP to support my review application. I had been too anxious to go to appeal previously and was just grateful for the award I received at that time. I would appreciate any advice you may have for me.

I am not sure why you would want to use a HCP report written in 2016 to help with your review.

One of the questions I would ask you is, has you condition deteriorated since the assessment? If it has then that report will be of no use to you.

If your condition has stayed the same, then you could use the report to show no change but if you are looking to increase your award from standard to enhanced then I would use the report to see where points were missed maybe because you did not adequately describe how your condition affects you.

the HCP wrote on the report that I came by taxi and arrived in a wheelchair pushed by my daughter, that I was breathless whilst seated in the informal observation section. She failed to put this info in the mobility activities when I said I can't go anywhere unless I am pushed in a wheelchair. I have arthritis and a hiatus hernia and fatigue preventing me being able to self propel. I should have gone to appeal but was too anxious to do so. She made it sound as though this was a question about your mental capabilities. I am ticking the cannot follow the route of a familiar journey without another person giving me assistance. Is this the correct option as it is and has been the truth since prior to 2016. I find this all so confusing.

Hi Ann

If you cannot follow the route of a familiar journey without another person giving you assistance then yes tick the box, to back this up, ask the person you rely on to give you assistant to write a support letter explaining what assistance they give you and why. The why is the important bit, i.e. you need assistance to go on a familiar route if not you will not go as you suffer from overwhelming psychological distress and then explain what effect it has on you such as a melt down, tears, distraught ...... I would forget about 2016 unless it is brought up, in which case explain it like you have here on the forum, you did not appeal due to anxiety and stress.
