Thanks very much Gary, much appreciated.
I am trying to work the move (out of the borough ) at the point when I receive the re assessment, hoping that I would only need to do the assesment and what goes with it for the claim of UC....ie face to face,possible mandatory reconsideration,tribunal,which has been the case each time with ESA.
I couldn't face having to go through all that twice in what would probably be a relatively short period of time
Would that be possible and if so what would the implications be?

I think it is 6 of 1 and half a dozen of another.
You cannot predict when you will be reassessed, at present there is a backlog but you cannot guarantee how long it will last.
The bit you need to get correct so that you do not have to go through the assessment phase, you need to be in receipt of ESA support when you apply for UC, you should then migrate over to LCWRA, you will at some stage be reviewed, but we cannot tell you when.
If you ESA claim stops prior to claiming UC then you will have to go through the assessment phase and provide your work coach with a 'fit note'.

If I was in the short term to stay on ESA, but decided to move to the different borough, would I still be awarded full council tax reduction(as I have now) if I made a new application... without having to apply for universal credit? I realise that by not going down the UC route I would not be entitled to Housing Benefit, and would therefore need to pay rent myself.

You are correct, applying for help towards council tax support would not trigger a claim for UC. When you apply for UC you do not get Housing Benefit, you get Housing Element.
Quite often I come across claimants who have applied for UC but not been told they also have to apply for help with their Council Tax via Council Tax Support Scheme.

Hi, it seems to me that however complicated the system, if there was actually the will in the DWP to make sure everyone gets all they should from all sources, they could write a computer programme with everything in it including 'signposting ' to eg councils for the bits they are responsible for. The absence of such a comprehensive programme, that all advice agencies could access to help claimants, says to me that DWP neither know nor care whether claimants are living below even the low level the benefits system dictates.
With huge cost of living rises due to starve/freeze many who get just 3.1% more this tax year, this failing is even more deplorable.
Rant over, an opportunity for someone with special skills to put right in the voluntary sector perhaps???
