Hi mrs doyle
Thank you for your question, unfortunately it is outside the remit of the forum, I have been sent the following information which may help you answer your question:
DWP issues guidance on cost of living support payments to be delivered through the benefits system.
New guidance follows Chancellor's announcement of a £15bn package of measures to help people through the cost of living crisis.
The DWP has published new guidance on the cost of living support to be delivered through the benefits system that were announced by Rishi Sunak in a statement to the House of Commons yesterday.
Further to the Chancellor's announcement, and guidance issued by the Treasury on the new support package, the DWP guidance confirms the payment arrangements and entitlement conditions in relation to the cost of living support payments to be delivered through the benefits system, in particular in relation to -
~ the £650 lump sum payment for people claiming qualifying low-income benefits - that include universal credit and pension credit - or tax credits;
~ the £150 lump sum payment for people with a disability who are also getting a qualifying disability benefit - such as personal independence payment, disability living allowance or attendance allowance - that will be paid in addition to other cost of living support payments the claimant is entitled to; and
~ the extra £300 that will be paid to people who are entitled to a winter fuel payment for winter 2022 to 2023, that will also be paid in addition to any other cost of living support payments.
The DWP’s cost of living payment guidance is available from gov.uk; www.gov.uk/guidance/cost-of-living-payment

Hi tiny tim
I do not believe it does, even though it is a means tested benefit it is managed by your local authority and not by government.
Here is a factsheet from the government that may help you decipher
