Go with your gut instinct, but just remember you are wanting to overturn the decision and you need to make it as easy for them as possible to do that.
I would definitely say in your reply that the HP has neither shown nor explained where your partner's health has improved to justify the change in the award.

To be honest, I'm going to go with the experts here, so thank you and everyone else for your considered replies.
I won't be able to resist a para highlighting the key shortcomings of the report though, I don't think it'll do any harm and will make me feel better!!
I don't blame you. I, too would put in a final paragraph about how poor the report is. It will probably make little difference, but it's right to keep pointing it out.
