Is a PIP (7003) letter same as (PA3) letter pls?

Morning,

Do I have to request the PA3 letter in addition to (7003) letter?

Will the PIP (7003) letter suffice if it includes all the reasoning etc?

I haven't seen the reference PIP (7003) before, are you referring to the Decision Letter which includes the Decision Maker's Statement of Reasons?

If so, then the PA3 is a separate document prepared by an assessor recommending which Descriptors they think you met and why.

It is certainly worth your requesting this document so that you can see how the DM came to their Decision in more detail.

Hello Gordon,

Thank you for your reply. Yes, the letter I received appears to have the statement of reasons listed twice.

It also contains ‘how I made my decision’ and at the end ‘my decision’ (6 pages in total). It appears like it is in duplicate form.

Therefore, not sure….

Do you think, I have received the assessor notes and then the DM’s decision all in one document? My PIP review was also completed without assessment.

Hi Elle

It is not a Statement of Reason, a statement of Reason is what you can ask for if you have been to a tribunal and had an adverse decision.

By the sound of your post you have been sent a Mandatory Reconsideration Notice, you usually receive two copies, this is not an assessors report, it is a Decision makers report on how they came to their decision using the assessorts report.

If you had a paper assessment it is called a PA3 if you had a telephone/face to face assessment then it is called a PA4.

Apologies Gary! … my mistake… I received ‘Statement of Entitlement’ which was included in the PIP 7003 letter not ‘Statement of Reason’.

Thank you for your reply and explanation. My pip review was a paper assessment. I did not have assessment or request a MR.

I will call DWP then and ask for the PA3 letter to be issued as you have mentioned above.

Strange though… PIP (7003) letter appears to contain all the info that I require to send to local council for extn on my blue badge (they renewed it last time for 3 months only).

The PIP 7003 letter is the letter sent by the DWP when a decision has been made on a review claim. The letter starts off with

Personal Independence Payment
I have looked at your award

and then lists the decision, when your award will next be reviewed, the points you scored, the justification for the decision, a Statement of Entitlement (usually 2 pages in length), then your legal rights and responsibilites.

Depending on how the decision was made there may not be a PA3. Normally your review form is sent to the Assessment Provider (AP) and if a paper based assessment is suitable, the Health Care Professional at the AP completes a PA3. This is then looked at by the Case Manager at PIP to help make a decision. However, this year, the CMs at the DWP have been looking at review forms to see if a decision can be made without sending the review form to the AP. This is due to the massive backlogs of review forms that have built up. If the CM at PIP is able to make a decision without referring the form to the AP then no PA3 is completed. Instead notes are made on the PIP computer system to back up the justification. My PIP review was cleared (successfully) in this way in April. I obtained a copy of the notes the CM made and they are basically the same as what appears in the "My decision" part of the PIP 7003 letter. The wording was virtually identical.
