Autumn Statement was created by Angel
5.14 Moving back the Housing Benefit to Pension Credit merger date - The government’s plans to create a new housing element of Pension Credit to replace pensioner Housing Benefit are now intended to take effect in 2028-29. Eligible pensioners will continue to receive Housing Benefit.
5.15 Employment and Support Allowance: delay managed move - The government is pushing back the managed migration of claimants on income-related Employment and Support Allowance (with the exception of those receiving Child Tax Credit) to UC to 2028. Employment and Support Allowance claimants are still able to make a claim for UC if they believe that
they will be better off, and this will not affect the managed migration of other legacy benefits onto UC.

Hi, I'm confused, i claim ESA Support Group, which is Income related & child tax credits, does that mean i will still move over to managed migration before 2028? as it's confusing reading about (and not receiving Child Tax Credit) part? Can anyone clear that up for me?.
Kind regards

Hi Angela and all
Many thanks for the above information. I watched the Autumn Statement online and for anyone wanting to watch it on catch-up you can do so by clicking the following link:
Regarding the delayed managed (forced) move from ESA IR to Universal Credit to 2028 it seems ambiguous - to me at least - what this actually means! The forced migration of all those on legacy benefits - including ESA IR - was due to be completed by 2024 if I remember correctly., does the new date of 2028 for ESA IR mean that the managed migration of ESA IR claimants will not now START until 2018 or is 2018 the date that the DWP now expects all ESA IR claimants to have been migrated to UC, ie what I'm asking is whether 2018 is the START or END date of forced migration from ESA IR to UC?
Does anyone know the answer to this for sure?
Thanks

Hi, I'm confused, i claim ESA Support Group, which is Income related & child tax credits for two children, does that mean i will still move over to managed migration before 2028 or after 2028? as it's confusing reading about (and not receiving Child Tax Credit) part? Can any one clear that up for me?. Kind regards

Hi Louise
At this moment in time your guess is as good as mine, once all the hype has died down we may get more information.
From my understanding managed migration has been rolled out in some areas of the UK, in those areas DWP are testing and learning, I have been informed that managed migration will not be rolled out in earnest until next year, which seems a long way away but it is only 6 weeks away.
When it will be rolled out in earnest, at present we do not yet know, all I can say is watch out for B&W news letter for further information.
