We do not have enough information to give an answer, I do not believe that 2018 is the new END date for ESA IR as that is in the past.
Harrogate in 2019 was where the first pilot started, up to 10,000 claimants across the country who were on the old system would be moved to Universal Credit under a pilot scheme to start in July 2019, I believe the actual number of claimants who moved was less than 40.

Sorry Gary, my mistake, I made some typos re the dates in question. I show my corrected passage below:
"You will see that the Government have pushed the date back for the managed migration of most ESA IR claimants to 2028. My question is simply Is 2028 the new END date for ESA IR to UC migration or is it the new START date for the migration process? ESA IR managed migration to UC was intended to END, along, with all other legacy benefits, in 2024."
This was announced by the Chancellor during the Autumn Statement yesterday (Thursday).
I hope this clarifies my question and sorry again for my typos1

Hi Mr B My understanding from looking at the statement is that 2028 is the start date. But remember these things are always subject to change.

My guess is for ESA IR Managed migration ie (they move you if you have no changes) remains the same postion EXCEPT the final date that veryone should/would have been moved is now 2028 ftrom 2024,this being the latest date.
A bit of a mouthful here, but anytime as from today to late 2028 you could be moved, depending on what area/county/town etc you live in. So, the latest date you could be moved has become later now 2028.
Hope this is not too confusing.
But as Gary said, they have not said any more (as yet). so, one will have to wait for further developments
