Hello,
I have three questions:
1. I am age 65 and have been offered a one bedroom flat in Housing Association Sheltered Housing scheme.The rent is already at the maximum allowance for Housing Benefit for a single person and my worry is that annual increases in rent would in future make the flat unaffordable.
I have spoken to Housing Benefit Department and they said that as the flat is Sheltered Housing that's part of a Housing Association then I would be exempt from Housing Benefit cap.
The person I spoke to seemed unsure of this and so I wanted to check it out here.
From what Ive stated would you say that I would be exempt from the Housing Benefit Cap and does that mean that any future rent increases would be covered by Housing Benefit?
2. I receive PIP and have an award of Enhanced Daily Living component and Enhanced Mobility component. Would moving to Sheltered Accommodation affect my PiP?
The Sheltered Housing only supplies a motion sensor in the flat and a pendant community alarm. They say that the accommodation is "Independent Living" and I could ask for support if I need it and they just do regular welfare checks.
3. As there will be a significant change in circumstances if I move to the above Sheltered Housing from ordinary accommodation in a Housing Association flat is it likely that I will be reassessed for PIP and ESA (which I also receive)?

Let me put your mind at ease, as I work for a housing association.
Housing benefit cap or Local Housing Allowance (LHA) is used for the privte sector, as the housing benefit department informed you, Social Housing is exempt from LHA.
Your PIP will not be affected by moving into the scheme as it is classed as independent living
The alarm systems are usually classed as an ineligible expense, therefore housing benefit will not cover that part of the service charge, this shortfall you will need to cover, it is usually around £0.80 pw, also any communal heating is also not covered.
Moving properties will not affect either your PIP or ESA, you will need to notify the departments of your move.
When you reach state pension age you maybe eligible to claim Guarantee Pension Credit, you can usually apply 3 months before your retirement, Most claimants are not eligible unless they get the daily living component of PIP/ middle care DLA or Attendance Allowance; www.gov.uk/pension-credit/eligibility
