You can apply for Guarantee Pension Credit before you reach State Pension age but it will not be put in payment. I usually phone GPC when I apply for clients, new claim 0800 917 2222, they usually do a preliminary check then transfer you to another department for the actual claim.
I have heard that there was a bit of a backlog as staff were moved to help with the backlog of PIP and WCA applications.
You will have to contact GPC to find out about your claim.
