Inheritance?

My friend has inherited her parents house, but because they were ill and old it is totally uninhabitable, no electric, no gas, holes in roof etc. She gets housing benefit for her housing association flat. She is severely disabled and gets Esa including disability. Now she wants to move into the house but can't because it needs so much work doing to it, which will take years for her to finance to fix.
Question is, will she lose her housing benefit and council tax benefit and any other esa. She can't sell it because it's so bad plus she dies want to eventually move in to it. Thank you for any help.
