my ATOS pip review tel assessment cancelled /paper based suddenly done!

I had an Atos pip review phone assessment booked for march - but v late Tuesday 21st feb i got a text from pip saying 'we have received your health professional's report and will make a decision could take 6 weeks ' ! I called ATOS next day & the man said yes i had a tel assessment booked , but a case worker had read my pip review form & evidence & decided they could do a paper based assessment & sent their report to pip -so my Atos tel appointment is cancelled & pip 'will make a decision about my money'!! id had a panic attack & was fuzzy & asked but why would they do that when i had tel appointment booked? he just said 'pip will make a decision'
I was Gobsmacked! as i have never heard of this before. A -i was wondering has this happened to other people- booked tel of f2f assessment cancelled & paper based done instead, & B -most of all- is this usually a good or bad thing? i had always been led to believe that a paper based assessment was usually a good thing as it meant they had enough evidence to award you pip without speaking with you for more info - however i called my GP surgery today to see if pip had contacted my gp with the form pip usually send for him to fill out , & turns out gp surgery got pip form feb 17th so its extremely unlikely the case worker would hv received my GP report . yet they have made a paper assessment without it. I dont know if they contacted my mental health team support worker i had at the time who wrote a supporting letter for me, cannot get through. so dont know if they got more info from mental health team.
question is- Can they turn me down for pip when im already on it -ive sent evidence & they have not even spoken to me for more info??? that seems very unfair. - or are paper based usually a sign ive been recommended for renewal of pip benefit payments?

when i first applied for pip i had to have face to face assessment- assessor was not honest bout what happened & what was said etc during assessment & my conditions - i got turned down but won when i did MR . Ive never heard of anyone having an assessment appointment ( which really stresses you out)- then they suddenly do paper based so the appointment is suddenly cancelled. the stress has affectd my health so terribly, anxiety tho the roof difficulty functioning etc, as i have no support system & i cant pay all my bills without pip. also- although i was at first relieved i wouldn't have to go through dreaded pip tel assessment- Due to my extreme anxiety at time of filling out form- i didnt do certain parts at all well ( i actually had to glue right answers over mistakes as id written about bathing under the 'dressing' question etc as my anxiety affects me so badly)! & I hv been writing notes as & when i can on each of my' descriptors' so when i had tel assessment i could explain more fully certain aspects of my daily /weekly struggles, on each descriptor- & now they've done paper based i havn't had the chance to explain more fully.
Anyway basically - have you heard of other folk who have had tel or f2f assessment booked then suddenly had paper based assessment instead- and B- is this more likely to be good or bad news. as said i will be extremely cross and upset if the turned me down without speaking to me so i can explain more. i sent mental health team reports, mental health support worker and old therapist support letters , support letter from sis who has witnessed my health issues GP summery of my conditions and medication list and police crime ref numbers of violent traumatic crimes that hv been committed against me that led to me having PTSD etc.
any knowledge would be gratefully appreciated. i know you cant say for definitely if this is gonna be good or bad news- but yr knowledge on what folk have experienced before and how dwp assessors do things/ how the system works re paper based assessments would so help.

It is uncommon for this to happen but not unusual.

Paper Based reviews tend to be more successful than where an assessment takes place but it is not a given that your existing award will be maintained and I'm afraid, yes, it can be removed.

You should be able to request a copy of the assessor's report, a PA3, by contacting the DWP office dealing with your claim.

hi there - an update - IMPORTANT RE GP pip REPORT -GP called unexpectedly to fill out GP pip form - so i omitted important help i need etc! will this now affect my pip assessment outcome- & any appeals?- didn't know GP pip form has changed! or he was going to call!

Hi there -as said Atos had not received my gp report when they did paper assessment & cancelled my tel appointment -so i was panicking - my gp is only there mon & Tuesdays & is currently taking weeks off at a time to make things 'more manageable' ! & receptionist will NOT let you hv tel consult just for pip form! so long- short -my prescription's were due monday & he was going to be there - so i had to call surgery 8AM ( which being nocturnal & needing to sleep thro mornings always puts me in a state) to get tel consultation as i hv to speak with my own gp to get monthly 'acute' meds- & said i ALSO need to ask if he has sent my pip report . ( i had copy of my last GP PIP report that just had my health conditions and meds. i DIDNT KNOW PIP HAVE SINCE CHANGED THE GP FORM they send to gps )! so i thought he may hv already sent it.- anyway got thro to gp surgery at 8.20AM & the receptionist told my my GP was already fully booked for the day!!! so he would NOT be calling me! so id hv to call next day . - getting up early always makes me ill - & in a state- but if shed told me I had tel consult - i was going to write notes bout my conditions & needs etc incase gp hadn't sent pip form. as i was told - he was not calling that day - i thought id write notes later when id woken up more. & just tried to take my mind of it all. then later that day - he suddenly called me OUT OF THE BLUE when i wasn't prepared , & in a state - i asked him if he'd sent pip form , & he suddenly said 'LETS DO THIS NOW!! when i wasnt expecting call & hadn't prepared notes ( due to my anxiety & meds & early morning i couldn't think straight.) so upshot was- after going thro my conditions - he suddenly asked my ' WHAT HELP DO YOU NEED' & long /short id already told him in 'conditions' section - i can only go out 1 day a week 2 days at most- & i really need someone to come with me - but dont hv and if i had someone to be with me-support me- pick me up take me out i could go out but i dont have - but when he suddenly asked .WHAT HELP DO I NEED, - i wasnt expecting that -got in a panick - i went thro what i could think of in my panic & fuzz HEAD - but totally failed to tell him the most important thing in this section- that i need help & struggle a lot with going out - & i do need help to be able to go out and to go to any unfamiliar places which i NEVER go to- & i need help support to mix with people socialise more.! & i also just didnt think to tell him i use a pill box as help monitoring my meds as im so fuzzy headed coz of meds and anxiety - id either think id taken meds when i hadn't- or take them - forget id taken and take again- so i got pill box. - i didnt realise what id done till later - then really got in a panic! my gp KNOWS my difficulties going out and lack of support- but because he was rushing thro each section of the form - & writing as he went along the form i didnt know had been changed- so wasnt expecting the questions & wasn't expecting the call! so wasnt prepared - i now am really worried ive inadvertently shot myself in the foot! my GP report is an important piece of evidence- & now - because of this muck up- if he hasnt written down under 'what help do i need' i need help to go out - help support to mix with people more & help to monitor meds ( pill box) will pip automatically NOT believe what i wrote on my pip review form! when this was just because this was done in a rush & i didnt know he was gonna call?!
i am SOO WORRIED i couldn't sleep was in a terrible state yesturday - i called the samaritons & kept having panic attacks- & am worried if i have to do a mandatory reconsideration- my GP report will now go against me. as main 'help you need' eg help going out - pill box was not written down.
is there anything i can do to rectify this situation?
when i speak to gp monthly for prescriptions- i always say how my my conditions are- but its never occurred to me to tell him i use pill box! tel consults are always so quick & rushed as gp so busy - its difficult to hv a proper conversation! & as a side point how on EARTH is a gp supposed to know what you spend yr money on?!! if they didnt speak with patient? its ridculous ! & of course i blanked on important things i pay for that help me with my mental & physical health. did tell him i just cant pay all my bills without pip- which is true!
QUESTION IS- as i mucked up telling him all my help needs- when he was filling out that section in a rush- have i scuppered my chances completely- A -of getting awarded- and also if turned down- will this affect my MR??
if ONLY receptionist had told me i had a tel consult booked so gp would call me - even tho i was in a state- i would hv written down notes & focused on my pip conditions - & this would not hv happened! or if only id thought to look up current pip gp report - i would hv known they hv changed it & already written notes just in case needed.
the irony is- if i was lying - and was NOT AS SICK AS I AM! this wouldn't hv happened! also- i cant really in MR say my gp called me out of blue & i wasn't prepared so i forgot to tell him certain important things - as i fear they will say me and my gp 'colluded' with the form- & i DID tell him i really need somone with me when I go out and id if had someone to go out with me and help take care of me or support me going out - it would mean i could go out easier & maybe more often - and going out when i do is always incredibly difficult.- but as said- he was racing thro form unexpectedly & filling each section out as he went along so as i didnt actually say i need help going out while he was filling in that 'what help do you need' section' i worry he hasn't written it down . even tho its true. i also forgot to say i ofetn plan to go out on regular day but cant go as im too anxious so hv to go next day.
i swear pip reviews are the most complicated stressful things- & if you are alone & struggle with mental health every day with no support system - its almost impossible to get yr head around it all- let alone cope.
anyway any advise or knowledge re this gp report & its importance as i mucked it up would be much appreciated.
Also i was wondering if they stop yr pip - do they text you yr pip has been stopped or do they always just send a letter?

I'm really sorry but is impossible for us to offer an opinion as to what if any effect this GP report might have.

We do not have any in-depth understanding of your limitations and their cause, what you wrote on your review form and we obviously don't know what your GP may have actually written in their report.

The DWP will not text you if your PIP has been stopped, legally this must be communicated in writing to a claimant.

Decisions are taking 4-12 weeks at the moment, all I can suggest you do is try and stay calm while you wait, don't dwell on the GP letter, the moment has passed and you can't do anything about it now.

thankyou. can i ask am i allowed to ask gp surgery for a copy of the pip form the gp completed and sent ? last time- he just sent it to pip and didnt scan it to my medical records or make a copy so i just had to wait for pip decision and get it with my assessor decison report info. he i snow not at surgery for 5 weeks!!
also if i have to mandatory reconsideration - i believe i read you have 15 days for them to get it- as my health is so bad can i ask for an extension as my health is so bad i cant do work on it for several days in a week ? thats why i asked for pip review form extension & they allowed it. sorry for manic posts! im so unwell and i just dont hv enough money to live on without pip so im really in a bad situation. also ive been calling the smaritons a lot , can i write this in my MR evidence as obviously there is no evidence i called other than my tel call log!! i dont want to call the mental health team again as all my local one do is make things much worse! many thanks .

You can certainly ask your GP surgery to give you a copy of the form the doctor completed but GPs often don't keep a copy.

If you put in for a Mandatory Reconsideration, you have one month from the date on the decision letter to put it in. Extensions are not normally given for Mandatory Reconsiderations, but I have known people to ask for one and be given one - but don't expect it.
You can put in that because of your mental state; you have not been able to write as much as you would wish. You can tell them you have been ringing the Samaritans a lot, but you may find that you have a sudden call from them, as this may flag to them that you are at risk - so try not to be worried if they do ring.
